The Utah intrastate rule
Federal USDOT registration depends on the vehicle and operation. The rows below show what Utah requires for carriers operating inside the state. Our state DOT number requirements table holds the same answer for every state. A field reading "Not confirmed" means this guide has no verified figure for that field.
Utah Code 72-9-102(3) defines an intrastate commercial vehicle by a manufacturer's GVWR or GVW, or GCWR or GCW, of 26,001 or more pounds, and pulls the threshold down to 16,001 pounds when the driver is under 18. The same definition captures vehicles designed to transport more than 15 passengers, vehicles designed for more than 12 passengers with a GVWR or GCWR of 13,000 or more pounds, and placarded hazardous-materials vehicles at any weight.
UDOT's USDOT Numbers page states that companies operating commercial vehicles transporting passengers or hauling cargo in intrastate or interstate commerce must be registered with the FMCSA and must have a USDOT Number, including freight brokers.
No separate Utah carrier number
Utah operates no state carrier number program, so no USDOT prerequisite gates a state credential. The identifier on every credential is the federal USDOT Number, which UDOT requires for intrastate carriers as well as interstate ones, and Utah Code 72-9-105(3) only authorizes the department to assign identification numbers in conjunction with the United States Department of Transportation as a safety-enforcement measure.

- Directly with FMCSA: UDOT's USDOT Numbers page points carriers to FMCSA registration, and the MCS-150 must be updated every two years or when company information changes. (registration site)
- USDOT application fee
- UDOT's page states there is no application fee for the USDOT Number itself; the paid federal item is operating authority, which UDOT's Motor Carrier Operating Authority page prices only for interstate for-hire carriers filing the OP-1.
- State agency
- Utah Department of Transportation, Motor Carrier Division (safety rules and permits); Utah State Tax Commission through the DMV (vehicle registration) and Motor Carrier Services (IRP, IFTA, Special Fuel User)
- State portal
- No state authority application exists. The state-side enrollments are DMV registration of the power unit for combined gross weight (Form TC-656, or TC-853A for apportioned accounts), the fuel tax account through Taxpayer Access Point (TAP), and oversize and overweight permits through the UDOT Motor Carrier Services online system
UDOT's Motor Carrier Operating Authority page answers the authority question with the federal FMCSA test and routes the state side to Utah Intrastate Registration, which is DMV registration of the power unit for the combined gross weight of the truck or tractor and all trailers when loaded. A Utah-only carrier enrolls with FMCSA for the USDOT Number, registers with the DMV, and opens the fuel tax account that fits its lanes.
No Utah agency issues the USDOT Number. UDOT requires it of intrastate carriers and sends applicants to FMCSA.
